Held the positions of QA/QC Division & Department Manager, Quality Control Manager, Project Manager and Special Inspector. REPRESENTATIVE PROJECTS

PUBLIC SECTOR

A-4 Bilge Tank Repairs at Joint Base Pearl Harbor-Hickam; Honolulu Hawaii: Construction Quality Control Manager for the inspection and follow-on repairs of the above ground storage tank, secondary containment tank and associated systems. The contract includes placement of a temporary bilge water holding system, new concrete floor with steel plate overlay, new steel roof, tank wall repairs, repair/replacement of nozzles and spools and new coating of the interior and exterior of the tank. Prior to tank repairs, ensured that inspections of the current tank conditions were performed in accordance with API 653.  Inspection of piping was performed in accordance with API 570. Implemented the requirements of EM 385-1-1 as necessary to ensure the safety of all staff and personnel transitioning and working on the site.  Responsible for the implementation of the 3-phases of control to establish an understanding of the standards of care desired for each definable feature of work, documentation of the work in progress and compilation of project documents.

FY15 P-1551 Upgrade Fire Suppression and Ventilation Systems Red Hill Fuel Storage Facility, JBPHH; Honolulu, Hawaii:  Subcontractor Construction/Quality Management for the quality control testing and inspection phases of the work. Ensured the AST water storage tank was constructed in accordance with API 620 and the exterior retention tank to API 650 and inspected in compliance with API 653. Reviewed all NDT reports for conformance to the applicable ANSI/ASNT requirements.  Also provided oversight and inspections to repair the existing and provide additional oil tight doors along the tunnel; and integration of ventilation system with existing emergency system controls; and incidental related work.

Combat Aviation Brigade (CAB) Complex (CABC), Phase 2 – Oahu, Hawaii: Materials testing and inspection on two six-story Unaccompanied Enlisted Personnel Housing Facilities to support the 25th Infantry Division Combat Aviation Brigade (CAB) stationed at Wheeler Army Airfield, Hawaii.  This project requires construction of standard design barracks to accommodate 404 Soldiers for a CAB complex.  Primary facilities include the barracks, Central Plan, building information systems, fire protection and alarm systems, and Energy Monitoring Control Systems (EMCS) connection.  Sustainability/Energy measures will be provided.  Supporting facilities include site development, utilities and connections, lighting paving, parking, walks, curbs, and gutters, storm drainage, information systems, landscaping and signage. Air conditioning will be provided by the Central Plant.  LEED Silver certification is required. A supporting one-story, Central Plant and 283 POV parking spaces (70% of Barracks PN) is also included in this phase of the CAB complex on the south side of the existing runway.

USCG SFO Galveston - Industrial Building Facility, Galveston, Texas: The $15M project consisted of constructing new (approximately 8000 SF) expansion to the existing Engineering/Industrial Building, new set of finger piers to support a mobile boat hoist capable of lifting an 87 foot WPB, sheet pile bulkhead and wharf, boat lay down area, a 150 ton mobile hoist, transporter and associated infrastructure such as roads, parking lots, utilities for the building and boat lay down area, ATON storage, replacement of an existing dredge pipe casing, pavements, sidewalks, etc. The waterfront includes a new floating dock, gangway and extensive dredging, etc. Responsible for managing and performing the quality control process to ensure the project is constructed in accordance with the established minimum standards. I performed direct oversight and review of the project documentation and physical inspection phase of the work flow process and working with other in-house personnel (e.g.: Project Managers, Superintendents, etc.) and external personnel to produce and document a quality product. Responsible for creating, and maintaining the project submittal logs and all other project specific quality control reports, reviewing shop drawings and submittals for conformance with project specifications, authoring and submitting all RFI’s, maintaining the project "as-built" drawings, documenting that the work is being constructed in conformance with established standards and constructively confronts non-conformances to produce the desired outcome in a timely manner. Also conducted preparatory, initial and follow-up meetings to establish an understanding of the standards of care desired for each definable feature of work, verified and documented that all materials received for the project are in conformance with the approved submittal. Coordinated and documented the testing and commissioning of building systems.

City of North Las Vegas – Water Reclamation Facility, North Las Vegas Nevada: Provided special inspection and construction materials testing services for this project. During FY 2010, this project is the second largest construction project in the State of Nevada. When placed on line, the WRF was the largest plant of its kind in North America and one of the largest in the world.  This $257 million dollar project consists of several buildings including an IPS Building, Bioreactor Facility, Chlorine Contact Facility, Headworks Facility, Odor Control Facility, Operations Building, Administration Facility, and Screening Facility. Performed construction materials testing and inspection services on the approximately 40,000 cubic yards of concrete cast-in-place structures which also included inspections of but were not limited to: reinforcing steel, structural steel, welding, high strength bolting, masonry inspections and sampling, and epoxy/mechanical anchors.

Nellis Air Force Base, Las Vegas Nevada: Provided construction materials testing and inspection services for the $25 million LEED Silver Certified 110,000 square foot structural steel and concrete structure. Duties included inspections of but were not limited to: structural and non-structural concrete, structural steel, welding, high strength bolting, masonry inspections and sampling, and epoxy anchors. Also performed inspections of the Mechanical-Electrical-Plumbing systems, observed the TAB operations and monitored the commissioning process as the contractors’ agent.

Bureau of Reclamation Office Building, Boulder City Nevada: Provided construction materials testing and inspection services for the LEED Platinum Certified 49,000 square foot concrete and structural steel structure. Duties included inspections of but were not limited to: drilled pier foundations, slabs on grade, structural steel, welding, high strength bolting, masonry inspections and sampling, and epoxy anchors. During the commissioning process, performed inspections of the Mechanical-Electrical-Plumbing systems, observed the TAB operations and monitored the process as the contractors’ agent.

HOTEL & RESORT PROJECTS

Las Vegas High Roller at Project LINQ, Las Vegas, Nevada:  Lead Inspector on the signature piece of the 350 acre, $550M Project LINQ development. Performed all structural steel, welding and concrete inspections on the 2828 metric ton, 550 foot diameter observation wheel structure, including, but not limited to, construction false work and equipment installed for the erection of the wheel. At the time of completion, the “High Roller” is the world’s tallest observation wheel. Work on the project entailed conventionally placed concrete, a drilled pier foundation system along with a 2 story structural steel boarding and maintenance platform structure and accompanying 5 story structural steel “Wheel Building”, housing shopping, dining and viewing rooms and areas.  Responsible for budgetary compliance and the completion and submission of daily reports to the owner and for the compilation and submission of final QAA reports to the Clark County Building Department.

Echelon Resorts, Las Vegas, Nevada:  As a Lead Inspector on the tower structure, managed up to 20 inspectors and inspections for the 60 story high-rise structure prior to halting of work in 2008. Work on the 87 acre project entailed a post-tensioned and conventionally placed concrete tower, structural steel low rise and theatre and masonry retaining walls.  Responsible for budgetary compliance and the completion and submission of daily reports to the owner and for the compilation and submission of final QAA reports to the Clark County Building Department.

Project City Center, Las Vegas, Nevada:  As Project Manager, managed inspectors and inspections on multiple projects on the site. Work managed entailed a post-tensioned and conventionally reinforced concrete 10-story, 5-million square foot parking garage, two 26,000 square foot structural steel office buildings and complete relocation of the 24” main waterline and 48” main sewer line along Harmon Avenue to Frank Sinatra Drive and return to Rue de Monte Carlo.  Responsible for budgetary compliance and the completion and submission of progress reports to the owner and for the compilation and submission of final QAA reports to the Clark County Building Department.

Trump International Hotel Tower, Las Vegas, Nevada:  As Project Manager, managed inspectors and inspections on the 60 story high-rise project. Work on the project entailed posttensioned and conventionally placed concrete work, structural steel and welding, spray applied fireproofing and masonry.  Responsible for budgetary compliance and the completion and submission of progress reports to the owner.

Turnberry Place Tower III, Las Vegas, Nevada:  As a Lead Inspector/Project Manager, managed all inspectors and inspections on the 43 story high-rise project. Work on the project entailed post-tensioned and conventionally placed concrete work, structural steel and welding, spray applied fireproofing and masonry.  Responsible for budgetary compliance and the completion and submission of daily reports to the owner and for the compilation and submission of the final QAA report to the Clark County Building Department.

Sands Convention and Expo Center, Las Vegas, Nevada:  As an inspector, monitored and inspected structural steel erection, material identification, welding, and high strength bolting; also provided structural concrete and masonry inspections on the project.

MEDICAL FACILITIES

San Martin Hospital, Warm Springs Road and Durango Drive, Las Vegas, Nevada: Project Manager for the QA materials testing and inspection services on this 3,460,000 sq ft hospital with a five-story structural steel shell with light weight concrete decks, spread footings with over 4,000 cubic yards of concrete, and 25,000 square feet of structural masonry.  Duties included overall management of five field technicians and three laboratory technicians, compilation of monthly quality assurance (QA) reports, pay requests, change orders, site meetings, and problem solving.

Mountain States Tumor Institute, Boise Idaho:  Monitored and inspected concrete and reinforcing steel placement and requisite testing, structural steel erection, material identification, and welding.  Also monitored special excavation/grading and filling operations and performed in place density testing as well as the necessary laboratory testing.

St. Lukes Hospital Addition/Renovation, Boise Idaho:  Monitored and inspected concrete and reinforcing steel placement and requisite testing, structural steel erection, material identification, and welding.  While on this projects, also monitored special excavation/grading and filling operations and performed in place density testing as well as the necessary laboratory testing. 

St. Lukes Hospital West Medical Center, Meridian Idaho: As an inspector, monitored and inspected concrete and reinforcing steel placement and requisite testing, structural steel erection, material identification, and welding. Also monitored special excavation/grading and filling operations and performed in place density testing as well as the necessary laboratory testing. 

EDUCATIONAL FACILITIES

Clark County School District, Las Vegas, Nevada:  As Resident Inspector, coordinated, managed, monitored and inspected aspects of new school construction under the 1994 School Bond including; structural steel erection, welding, and high strength bolting, soils excavation and filling, masonry construction, structural and non-structural concrete work. Quality control work also included the monitoring and inspection of light gauge metal framing, drywall, mechanical-electrical-plumbing construction along with completing contract reports and documentation.

University of Nevada, Las Vegas, Nevada: Lead Inspector during the construction of a new dormitory complex. Performed visual weld inspection, high strength bolt inspections, monitored erection and welding of structural steel members, inspected and tested concrete and masonry construction and performed field and laboratory testing for the spray applied fireproofing materials.

Boise State University, Boise, Idaho:  Inspector for new dormitory construction project. Performed visual weld inspection, high strength bolt inspections, monitored erection and welding of structural steel members, inspected and tested concrete and masonry construction and performed field and laboratory testing for the spray applied fireproofing materials.

AIRPORT FACILITIES

Henderson Airport - Clark County Department of Aviation, Las Vegas, Nevada:  Project Manager for the Quality Control materials testing and inspection services on this project, which consisted of a 220,835 SF two story Terminal Building and a 76 ft tall Airport Traffic Control Tower. Apron work includes a 33,000 SY North Ramp Extension, Transient Aircraft Apron of approximately 85,000 SY, self-service aircraft fuel island, new connecting taxiway, terminal loop roadway and vehicular parking approximately 30,000 SY, airport entrance road, air traffic control tower site work and utilities including water, sewer, storm drain and site lighting.  Supervised field technicians and laboratory technicians; also supervised and performed observations and testing of construction elements which included special grading, asphalt pavement, structural concrete, reinforcing steel, structural masonry, fireproofing and epoxy anchors.

McCarran International Airport - Clark County Department of Aviation, Las Vegas, Nevada:  As a Senior Inspector provided supervisory direction and conducted concrete and structural steel inspections on various McCarran International Airport, (FAA ATCT/TRACON, Satellite D Terminal, Terminal 3, AST Station, AST Guide Way, and Inline Baggage) projects.  While on these projects, conducted visual weld inspection, high strength bolt inspections, monitored erection and welding of structural steel members, observed and tested concrete construction.

Boise Air Terminal, Concourse B Expansion, Boise Idaho:  As an Inspector, conducted concrete and structural steel inspections on Boise Air Terminal Concourse B and concrete and asphalt concrete testing and inspections for the adjoining taxiway and parking ramp areas.  While on these projects, conducted visual weld inspection, high strength bolt inspections, monitored erection and welding of structural steel members, inspected and tested concrete construction and performed field and laboratory testing for the asphalt concrete work. Monitored and inspected the drilling operations and the reinforcing steel and concrete placement operations for the 48”-120” deep drilled shaft foundation system.

Mountain Home Airport, Runway and Taxiway Reconstruction, Mountain Home Idaho:  As a field technician, monitored the demolition, grubbing, filling and grading work for taxiway and runway reconstruction and extension along with performing field and laboratory testing for the hot mix asphalt concrete construction.

MISCELLANEOUS

Steel Fabrication Shop Inspections: Performed shop inspections and observations for structural steel fabricated items. Work entailed reviewing fabricators Quality Manual, verifying material certifications, welder qualifications, weld procedure qualifications and weld procedure specifications in accordance with AWS and AISC standards. Also performed visual weld inspections, verifying required NDT operations performed, witnessing that the shop high strength bolting operations were performed correctly and that any required bolt testing was performed.

Ready Mix Concrete Batch Plant Audits, Various Locations: Performed initial and annual batch plant audits for NRMCA certifications of plants in Southern Nevada and Northern Arizona. Verified mill certifications of cements, pozzolans, and other admixtures; verified aggregate testing performed on specified schedules. Reviewed batch plant scale certifications for currency and dispensing unit calibrations are current. Responsible for reporting details of audits to Engineer for review and submission.
